Hubert Humphrey Fellowship

Program Description

Hubert H. Humphrey Fellowship Program brings accomplished mid-level professionals to the United States for a year of combined academic, non-degree and professional work.  Fellows are selected based on potential for leadership and commitment to public service.  The program arranged for Humphrey Fellows extends from August or early September to the following June.

Non-Degree Status

The Humphrey Fellowship program does not result in the awarding of a degree.  While fellows are able to enroll in courses relevant to their professional interests, the Humphrey Program does not allow Fellows to pursue academic study for a U.S. degree. Humphrey Fellows spend a considerable portion of the time engaged in off-campus activities such as internships, field trips, workshops, and special projects that give them practical experience in their professional fields.

Basic Requirements

Guinean citizenship, permanent employment in Guinea, a minimum of five years of professional experience, a university degree, English proficiency.  All applicants selected after preliminary screening by the pre-selection committee must take the Test of English as a Foreign Language (TOEFL) and receive a minimum TOEFL score of 525. The following factors will render your application ineligible to participate in the Humphrey Program.

• Individuals who attended a graduate school in the United States for one academic year or more during the seven years prior to August 2007;
• Individuals who have more than six months of U.S. experience during the five years prior to August 2007;
• Individuals with dual U.S. citizenship or U.S. permanent resisdent status.

Financial Provisions

The Humphrey Fellowship provides tuition and university fees, a monthly maintenance allowance, a book and supplies allowance, round-trip international travel to the host institution, and travel to Washington, D.C. for a workshop.  Humphrey Fellowships do not include funds for dependents, and Humphrey Fellows should plan to bring personal funds to cover incidental expenses not covered in the grant.

The university programs address the broad policy-making and problem issues in these fields.  The type of university programs arranged for Humphrey Fellows have less a discipline-oriented focus and more of a problem solving and experience-sharing emphasis.  The programs are not degree-related.
